The Public Transport Master Plan of Attica represents a cornerstone in the strategic transformation of the Athens metropolitan area. Designed as a comprehensive 15-year roadmap, this project was part of a major initiative funded by the 3rd Community Support Framework (CSF) under the "Railways–Airports-Urban Transports" Business Plan. The plan serves as the blueprint for an integrated, multi-modal transport network, aiming to harmonize the operations of the Metro, Tram, Suburban Railway (Proastiakos), and bus networks to meet the evolving needs of millions of citizens.

NAMA played a critical role in the expert team tasked with developing this strategic vision, providing the analytical depth and policy framework necessary to transition Athens into a new era of sustainable urban mobility.

Strategic Planning and Multi-Modal Integration

Developing a master plan for one of Europe’s most complex metropolitan regions required a data-driven approach and the evaluation of diverse operational scenarios:

  • System Evaluation & Performance Analysis: NAMA conducted a thorough assessment of the existing transport landscape, evaluating the performance, capacity, and operational gaps of all current systems. This baseline was essential for identifying the interventions needed for a more rationalized urban transport operation.
  • Policy & Specification Development: Our team was responsible for defining the overarching transport policy, technical specifications, and strategic targets. We focused on creating a system that is not only efficient but also realistic and socially acceptable, ensuring that the long-term development of Attica’s transport aligns with public needs.
  • Scenario Modeling & Alternative Evaluation: NAMA generated and rigorously evaluated multiple alternative transport scenarios. By using sophisticated modeling to predict future demand and urban growth, we identified the most effective distribution of funds and infrastructure projects for the next 15 years.
  • Action Plan Finalization: The culmination of the project involved the finalization of detailed schedules and action plans. These documents provide the specific steps for implementation, ensuring that the strategic goals are translated into tangible improvements in the city’s daily commute.

  • Rationalization of Operations: By eliminating overlaps between different modes of transport and improving transfer points, the plan optimizes the existing network to provide faster and more reliable journeys.
